Hamas’ parliamentary bloc opposes Dahalan’s appointment to NSC

Thursday 19-April-2007

GAZA (PIC)– The change and reform parliamentary bloc of Hamas Movement in the PLC has rejected the setup of the PA National Security Council (NSC) explaining that “There are names that mustn’t be present in the structure”.

The bloc was obviously alluding to the name of Fatah MP Mohammed Dahalan raising a number of legal points over his appointment to the NSC.

In a statement he made to the PIC on Wednesday member of the bloc MP Dr. Yahya Mousa objected the presence of Dahalan in the NSC setup affirming “Dahalan is part of the security problem and not part of the solution”.

“What the Palestinian arena indeed needs is to bolster national harmony and not to deepen the internal rift” he added.

He explained that his bloc’s objection was based on Dahalan’ role in the rampant security mess in the PA-run lands and the security coordination he was and still is maintaining with the IOA security apparatuses.

“Hamas Movement was badly harmed by Dahalan’s acts and torture of its cadres and leaders in the PA jails when he was the head of the infamous PA preventive security apparatus” the Hamas MP highlighted.

In this context Mousa pointed out that his bloc will exercise all legal means under the law to neutralize Dahalan and to remove him from the council’s structure including deliberations in the PLC and discussions with Fatah faction and other Palestinian factions and political parties.

“We aspire to build a strong and national security institution based on strong and clear basis; yet if PA chief Mahmoud Abbas shuns the biggest bloc in the PLC and makes crucial decisions without consulting it conditions in the Palestinian arena couldn’t be stabilized” Mousa further explained.

He also charged that the power that Dahalan enjoys wasn’t derived from the Palestinian people’s support but rather it was produced by the unlimited support he receives from foreign parties as evident with the recent Dayton’s security plan which he noted was designed to bolster his status in the Palestinian arena.

But when he was asked on his bloc’s options if Abbas turned down the objection Mousa said “We will meet with Abbas first for breaching the PA basic law [by a appointing a legislator to an executive post] before using other legal and lawful alternatives sanctioned by the Palestinian law in this regard”.
